Feature 1 Comprehensive strength had been enhanced markedly and GDP per capita had exceeded US$ 2000

In 2004, Yangzhou had quickly and comprehensively grown its various principal economic indicators and over fulfilled its objects and tasks set up in the beginning of the year. With annual increment of RMB 14.091 billion, it achieved a record high regional output value of RMB 78.813 billion in recent 20 years. In 2004, the total financial revenue was RMB 9.389 billion, representing a 28.8% increase over the same period of previous year and 1.3 times increase as against 2001; Financial revenue per capita was RMB 2068, representing an increase of RMB 458 over the previous year and continually taking the lead in the central and northern part of Jiangsu province; Financial revenue accounted for 11.9% of its GDP, representing a record high in recent 15 years; General budgetary revenue was RMB 3.814, representing a 36.7% increase over the previous year. In 2004, Yangzhou firmly regarded the industry as the guiding industry, persisted in taking the road of new type industrialization, powerfully pushed the enterprise strategy planning and strategic regroup forward based on deepened reform. Taking the quick development as the objective, Yangzhou had obviously accelerated its industrial development and improved its economic benefits. The total gross industrial output value was RMB 159 billion, representing a 29% increase over the previous year. Total output value of scale industries was RMB 112.96 billion, representing a 34.7% increase; Added industrial value was RMB 32.48 billion, representing a 23% increase calculated at constant prices and a 5.5 percentage points increase over the previous year, ranked in the 6 th place shifting from the 11 th place of the previous year; Sales revenue of products was RMB 104.65 billion, representing a 33.3% increase; Profit payments and tax turnover were RMB 8.34 billion and profit was RMB 4.04 billion, respectively representing a 31.2% and 44.8% increase.

In 2004, Yangzhou seriously carried out the policies and measures with the aim to make the peasants rich, quickened the adjustment of agricultural structure and vigorously developed superior, efficient, secure and ecological agriculture. The agricultural industrialized management had achieved new effects, and the stable rural area presented an encouraging situation in which production of grain had been increased, the efficiency of agriculture had been improved and the income of peasants had also been increased. Gross output of grain was 2.0497 million T, representing a 248,400 T increase; Gross value of agricultural output was RMB 15.931 billion, representing a 14.5% increase; Sales value and profit tax of 35 leading agricultural enterprises were respectively RMB 7.56 billion and RMB 0.28 billion, representing a over 20% increase without exception. In 2004, Yangzhou firmly seized the historical opportunity that international assets and industries transferred to Yangtze
deltaic region, continually optimized investment environment, expanded the channels for attracting capital, and giving full
play to clustering and demonstrative functions of development zone with the aim to raise a high tide of foreign investment.
There
were 333 newly approved foreign investment projects, 38 more than that of the previous year. There were 55 newly approved registered
foreign capital projects based on agreement with over US$ 10 million, 29 more than that of the previous year. Registered
foreign
capital based on agreement was US$ 1.641 billion, representing a 72.4% increase over the previous year; Actual investment
cost of registered foreign capital was US$ 0.814 billion, representing a 69.3% increase over the previous year and 7 times
increase as against 2001; Total amount of projects increased from US$ 3.22 million in 2003 to US$ 4.93 million in 2004

In 2004, the private economy of Yangzhou maintained the quick development and it had become the vital force in the

representing a 34.2% increase; The investment value of private self-employed economy was RMB 11.7 billion, representing
a 63.2% increase; Retail rates of consumer goods was RMB 12.43 billion, representing a 14.7%; Added value was RMB 30.2
billion, representing a 19.5% increase, exceeding 4.8 percentage points of city's GDP growth and accounting for 38.3% of
city's GDP (1.5 percentage points increase over the previous year). There were 6311 newly increased private enterprises
and 25,800 small businessmen in the whole city, respectively representing a 13.9% and 1.7% increase.

Feature 6 New face of the city appeared and urbanization level reached nearly 50%

In 2004, Yangzhou continually carried out the urbanization strategy with the aim to quickly push the urbanization course
forward. It was estimated that the urbanization level might reach 49.5%. The investment cost of the whole year for the
urban construction was over RMB 7 billion. Yangzhou had built 25 roads with 56 kilometers, regulated 8 rivers, increased
green area of 1.65 million square meters, and finished the construction of Yangzhou railway station square, Shugang
West Peak Ecological Park , West Zone Center Park , Qujiang Park , Friendship Square and Cao River Green Landscape.
The reconstructions of Village in the City and Factory in the City had been steadily pushed forward. Yangzhou had

In 2004, Yangzhoou had been kept strengthening its fixed asset investment with the aim to build an industrial area along
the river for the worldwide manufacturing. Industrial investment had also been kept increasing. The sound situation in the
fields of state-owned capital, private capital and foreign capital was encouraging. The fixed asset investment cost of the
whole society all the year exceeded RMB 30 billion and grew to RMB 33.005 billion, representing a 33.6% increase over the
previous year and 1.3 times increase as against 2001 (net increase RMB 18.6 billion)

The construction of key infrastructure had achieved evident effects. The Yangzhou section of Ning-Qi railway had been put into operation; the construction of Runyang Yangtze River Highway Bridge and its northern line had entered the later stage only for their perfection; the highway surface modification works of northwest freeway around city and Huaijiang highway as well as the first phase project of high grade highway along the city had been finished. The 30,000 ton's wharf of Yangzhou port had been
built up and put into service, and No. 4 berth was under construction; the No. 1 wharf of Jiangdu port had been opened; the
second phase project of Yangzhou Second Power Plant and the power and heating machine assembly expansion project of Yangzhou
Power Plant had gone well; south-north water transfer project had been quickly pushed forward.

Feature 8 Attach great importance to livelihood issues and people's lives had been kept improving

Per capita disposable income of urban inhabitants was RMB 9851, representing a 13.2% increase (9% in real terms) and 2.1
percentage point increase over the previous year; Per capita net income of peasants was RMB 4750, representing a 12.6% (7.6%
in real terms) increase and 6.3 percentage point increase over the previous year. Per capita household savings in cities and villages exceeded RMB 10,000 and reached RMB 11,517, representing one time increase as against 2000. The work on employment
and social society had created new achievements. There were 66,000 created jobs and 28,000 persons obtained employment on the recommendation. The registered rate of unemployment in cities and towns was 4.18%. Pensions of retirees had been paid on time
and in full, and the rate of socialized expansion had reached 100%. The number of person contributed to the medical insurance accounted for 93.2% of the supposed number and the percentage of coverage had a 9 percentage point increase over the previous
year.

As the income level and life quality of citizens in cities and towns had been kept improving, the citizens' consumption structural upgrading was increasing, which gave an impetus to the prosperity and activity of consumption market. In 2004, total volume of retail sales of social consumer goods was RMB 22.8 billion, representing a 15.2% increase and 2.7 percentage points increase over the previous. Consumption increasingly exerted a locomotive effect on the economy. Per capita nonproductive expenditure of urban citizens had increased by 10.1% with a comparable increase of 4.1 percentage points; Per capita nonproductive cash expenditure of peasants had increased by 13.5% with a comparable increase of 2.1 percentage points. The speed of growth in urban retail volume (increased by 16.2%) was obvious faster than that of county's (increased by 12.7%). The increase of the retail volume of catering business (increased by 30.8%) was obviously much higher than that of wholesale and retail trade (increased by 13.9%).

Advance of science and technology and import of talents were accelerated. There were 381 organized and implemented scientific projects above provincial level, representing a 1.7 times increase; there were 77 Spark Programs and Torch Programs above provincial level, among which there were 26 nation level programs. There were 132 new products on national level and high and new technological products on provincial level. There were 29 high and new technological enterprises above provincial level. Yangzhou imported 3000 undergraduates and built business establishing park in development zone for persons studying abroad.

Education, culture, public health and sports services had been achieved new progress. Yangzhou had achieved the provincial objective of the tenth Five-Year plan in education informatization ahead of schedule, finished the construction of primary building of Shuangbo Hall and No.1 tomb maintenance project of Han Tomb Museum; hosted the award evening of the 21 st Chinese Traditional Opera “plum blossom award”. Yangzhou seriously carried out the Detailed Planning for the Development of the Regions along Rivers, actively pushed the regulation and development of the regions along rivers and parks forward, the investment cost for the infrastructure in the regions along rivers and parks was RMB 6.5 billion. The industrial cluster of 5 provincial level development zones and a group of parks had been preliminarily established. The economy in the counties had been kept expanding and the proportions of main indicators in the whole city had been evidently increased compared with that of the previous. Regional total output value, financial revenue, industry, investment and expenditure had a respective increase of 0.1 、 0.9 、 1.2 、 3.4 and 0.2 percentage point.
