Agricultural and sideline products Deep-processing Industrial Cluster

Developing agricultural and sideline products processing industry, prolonging the industrial chain of agriculture and strengthening the construction of agricultural and sideline products processing base are very important for the improvement of whole benefit of agriculture and market competence of agricultural products, reduction of risk for farmers entirely engaged in the agricultural production, creation of employment and increase of farmers' earning.

1. Present developing situation of Yangzhou agricultural and sideline products processing industry

By the end of 2003, there are 138 agricultural and sideline products processing enterprises engaged in food service, leather, outwear and lumber industry with processing production value of RMB 5.17 billion, added value of RMB 1.42 billion and sales value of RMB 4.97 billion and 31300 employees. The rudiment of agricultural and sideline products (such as rice with high quality, lotus root, Gaoyou duck and Yangzhou goose) processing industrial cluster with distinctive characteristics has been established in the city.

1) Gaoyou rice with high quality

With cultivate area of 1.18 million mu, rice area of 0.7 million mu and rice output of over 0.4 million Ton, Gaoyou has 3000 mu breeding base, one seed processing pipeline with storehouse area of 1200 square meters and detecting lab area of 35 square meters. There are 32 rice processing enterprises with annual processing ability of 0.2 million Ton and processing value of RMB 0.6 billion. Shuangtu Rice Co., Ltd. and Zhuguang Food Service Co., Ltd., leading enterprises of provincial agricultural industrialization, have 3 green food brands (Shuangtu, Youbao and Hongyun) and 2 nuisance free food brands (Mihe and Zhougang),

2) Gaoyou duck

With the breeding quantities of 4 million Gaoyou ducks in 2003, Gaoyou had formed a developing structure with coordinated process of breed, hatch, breeding, egg products processing and sales. There are more than 400 egg products processing enterprises in Gaoyou with annual sales of over 0.4 billion eggs and revenue of about RMB 0.5 billion. Famous brands are Red Sun, Qinyou and Sanhu. In order to further strengthen the economy in duck industry, Gaoyou enhances the construction of Duck Industry Park and implements the clustering strategy. Since its establishment one year ago, Gaoyou Duck Industry Park with imported private funds of RMB 49.9 million and 12 invited enterprises has invested accumulative funds of more than RMB 70 million. As far as project construction is concerned, it has established a fine variety breeding center, standard duck houses 6000 square meters, scientific research building 750 square meters, hatch houses 1000 square meters, standard workshop 6000 square meters with structure of full color steel and infrastructure of water and electricity.

3) Baoying lotus root

With bench land water surface area of 488 sq. km., Baoying county, the largest county level producing area of lotus root, had made a great effort in developing the industrialization of lotus root since 1980s, and became a famous county for the planting, processing and export of lotus root. With the stable planted area of over 0.1 million mu, 1200 kg lotus root per mu, 50000 farmers engaged in planting and more than 6000 farmers engaged in the circulation and processing of lotus root, Baoying was named as the lotus root county of China by the national departments concerned. There are more than 30 processing enterprises with certain scale, and their main products include 6 series and over 100 varieties such as lotus powder, boiling mixed lotus root, salting lotus root, quick freezing lotus root, lotus juice beverage, preserving lotus root and preserving Chinese arrowhead. With gross output of over 50000T, sales revenue of over RMB 0.3 billion in 2003 and export for earning foreign currency of more than US $ 20 million, the products of those enterprises are mainly sold to the market in Japan, Korea and Southeast Asia, and their lotus root products account for 70% of the imported products of Japan.

4) Yangzhou goose

By making full use of the advantaged natural resources with the area of barren hills, wasteland and barren waste of 379,000 mu and water surface area of 916,000 mu, Yangzhou speeds up the development of goose industry in recent years. The numbers of gooses increased from 10 million gooses in 1996 to 21 million gooses in 2003, ranked top in Jiangsu province and accounting for 20% of the numbers of the whole province and 1/30 of the country. The goose breeding bases in Lixia River , hills and regions along the river have been preliminarily established, and the bred gooses of three bases account for 70% of the total numbers of the city. There are many goose breeding towns with the scale of more than o.5 million gooses such as Chengji and Dayi of Yizheng city, Songqiao and Lingtang of Gaoyou, Huangcheng village and Xiaoguanzhuang of Baoying county, and Huangyu and Gongdao of Hanjiang District. In 2003, the output value of goose industry is up to RMB 1 billion (output value of goose breeding is RMB 0.5 billion and processing value is RMB 0.5 billion)

5) Jiangdu flower and trees

With annual sales value of RMB 0.7 billion and existing planted area of 100,000 mu, mainly distributed in Jiangdu town (including Caowang woodland garden), Huadang town, Daqiao town, Yiling town, Shuanggou town, Dinghua town and Shaobo town, the flower and nursery stock of Jiangdu have formed distinctive regional characteristics as follows: Ⅰ . There is a pot flower, bonsai and ground flower production area with Caowang and Huadang as the core, and their leading varieties are plum blossom, yulan, sweet osmanthus, grand myrtle, winter jasmine, Goldenbell flower, Birthdays Peach, calyx canthus, etc. Ⅱ . There is a greenbelt and colorful foliage nursery stock production area with Shuanggou and Dinghuo as the core, and their leading varieties are cedrus, Dragon juniper, shu savine, henan savine, gold leaf privet, amur barberry of red leaves, safflower and wood, aucuba, maple, acer, etc. Ⅲ . There are cut flower and cultivation bases for introducing new species with Jiangdu Modern Flowers and Trees Industrial Park as the core. Up to now, more than 20 large-scaled enterprises and scientific research institutions such as Yangzhou Athena Gardening and Scientific and Technological Development Co., Ltd., Nanjing Forestry University , Nanjing Agriculture University and Jiangsu Academy of Forestry have entered the Park for their research and exploitation. More than 5 million cut flowers and pot flowers such as tulip, lily, rose, chrysanthemum, China rose, Christmas flower and New Guinea Impatiens are sold each year. More than 10 million tree seeds come out nursery with over 70 new species such as weeping willow, swamp cypresss, paulownia, Liriodendron chinensis, Cinises cherry apple and poplar.

2. Advantages of our city in developing agricultural products processing industry

1) Gaoyou rice with high quality

Ⅰ . Ecological dominance. Situated in the central part of Jiangsu Lixia River , Gaoyou has moist climate, sufficient rainfall and sunshine. With clay soil, deep plowed layer and fertile land, it has strong ability to keep fertility and water of soil. The water, which come from Beijing-Hangzhou Canal for agricultural irrigation, reaches the national Level 2 standard and is beneficial for the rice production.

Ⅱ . Species advantages. With complete varieties such as Indica and Japonica Rice, Gaoyou has a series of rice species with high quality reaching the national Level 3 standard.

Ⅲ . Technical superiority. With 796 authorized technical employees (48 persons with senior professional titles, 127 persons with medium-grade professional titles and 524 persons with primary-grade professional titles), Gaoyou has established good relationship of cooperation with Nanjing Foresty University, Yangzhou Agriculture Institute, Provincial Academy of Forestry and Lixia River institute of Forestry and complete service system for technology transfer.

Ⅳ . Advantages of Industrialization. Gaoyou has established a group of processing enterprises engaged in the production of nuisance free rice with high qualities, and its nuisance free, green and organic rice products hold a major market share both inside and outside the province.

2) Gaoyou duck

Ⅰ . Species Advantages. With the characteristics of good body condition, strong adaptability, low fat mass and heavy laid eggs, Gaoyou duck has become a famous local quality species for both eggs and meat supply. It has been listed on the national species resources protection directory for domestic animals by Department of Agriculture and has become the protected species.

Ⅱ . Resources advantages. With overlapped river and lakes, Gaoyou has the most water surface, accounting for 40% of Yangzhou city. As the third largest lake, Gaoyou Lake has provided unique surroundings for the breed of ducks.

Ⅲ . Processing and brand advantages. In recent years, there are nearly 100 enterprises engaged in duck eggs processing with Gaoyou Duck Group and Three Lakes Egg Products Factory as the leading enterprises. It has the ability to process over 0.4 billion duck eggs each year, and has a group of quality brands (such as Red Sun, Three Lakes and Qinyou) with famous trade marks and green food brand marks.

3) Baoying lotus root

Ⅰ . The development and exploitation of functions of lotus root for table and medical purposes has been paid great attention to. With wide functions, lotus root not only is a kind of vegetable but also can be used as medicine. The functions of lotus leaves, lotus nodes and lotus nut are somewhat the same as that of lotus root, and traditional Chinese medicine has recorded this for a long time. Flavone volume in the haulm of lotus root is 2 to 4 times that of gingkgo, and it is potential health products for medical purposes to slim and fat decrease.

Ⅱ . Processing technology is becoming mature. With more than 30 processing enterprises, annual processing ability of nearly 100,000 T and actual processing volume of over 50,000 T, the products of Baoying County have great development potentials both in domestic and European and American markets.

4) Yangzhou goose

Ⅰ . With excellent species advantages and sound propagating system for elite duck varieties, Yangzhou has rich species resources such as vegetable-feeding goose, four seasons goose, longchang goose and Tai Lake goose as well as Yangzhou goose. As far as propagating system for elite duck varieties is concerned, there are 5 goose fields in Yizheng, Hanjiang and Gaoyou with over 0.1 million seed gooses each year, and tens of large or small hatching fields with over 15 million seedling gooses each year.

Ⅱ . New technology of goose Industry is becoming mature. With long term practice, Yangzhou has successfully mastered advanced and practical technologies for breeding goose such as the technology of pulling out live goose's feather and filling fat goose liver, integrated disease preventing program of One Expellent and Five Needlings, hatching in autumn and breeding in winter, growing grass and breeding goose and standardized production. In recent ten years, Yangzhou has gained 8 scientific and technological achievements awards, among which there are 5 provincial level awards.

Ⅲ . System of industrialized management of goose industry is becoming mature. By boosting the industrialized management of goose industry, Yangzhou has formed a production structure with an integration of keeping seed for breeding, hatch, commercial goose breeding, salted goose and air － dried goose processing and sales, down purchase and processing and down & feather products. There are 7 wholesale markets for goose industry as well as farm product markets in the town. With annual turnover of 12 million gooses, Yangzhou goose mainly comes from Jiangsu , Heilongjiang , Liaonin , Jilin , Shandong , Hebei and Anhui . The markets of goose processing products mainly include Jiangsu , Shanghai , Beijing , Zhejiang , Guangdong and Shenzhen. There are 8 modernized processing enterprises engaged in the production of air － dried goose and salted goose with a certain scale. The processing quantity in 2003 is 5 million, and the processing quantity of Yangzhou Chanshen Food Service Co., Ltd. is over 2.1 million. There are over 30 down processing enterprises with annual sales value of over RMB 0.3 billion. With annual sales of over RMB 0.3 billion, Hanjiang Wanda Down & Feather Products Co., Ltd. produces over 1000T down & feather products. There are product brands of goose meat such as Chanshen, Jiayu, Zhaogang and Tiange and down & feather product brand such as Wanda.

5) Flower and nursery stock

Ⅰ . Scale advantages. With a long history of flowers and trees production, Jiangdu has reasonable structural distribution and increasing scale effect. The sale markets of dragon juniper, shu savine, boxwood, guilder rose, peony, wubao cuckoo, common crapemyrtle, calyx canthus and penjing art have been widely spread all through the ages.

Ⅱ . Scientific and technological advantages. In recent years, Jiangdu increased its investment, strengthened the invitation of business and capital attraction and enhanced technological cooperation. Its scientific and technological advantages and potentials increased rapidly.

Ⅲ . Leading advantages. In Jiangdu, there are 4 large-scaled flower enterprises with fixed assets of over RMB 10 million, 5 medium-size enterprises with fixed assets of over RMB 5 million, 50 farmers with assets of RMB 3 million and 15 farmers with assets of RMB 5 million, and 100 professional farmers engaged in flowers and trees production with planting area of 100 mu. They play an important role in the development of flower and nursery stock industry of the city.

3. Developing objective and key projects of Yangzhou agricultural and sideline products deep-processing industrial cluster

1) Quality rice processing Industrial cluster

Strengthen the construction of farmland infrastructure and bases; enhance the import of new species and the promotion of agricultural science and technology; improve the level of technology for the construction of the leading enterprises engaged in quality rice processing; making full use of the by-products of rice processing; develop green feed and research on the exploitation of health foods; enlarge the industrial chain of extensive economy and increase the comprehensive benefit of rice processing. With quality rice 72 mu, output value of RMB 0.75 billion, annual processing rice of 0.7 million Ton and processing value of RMB 1.6 billion in 2010, Gaoyou will have 5 processing enterprises with annual sales value of over RMB 0.1 billion. It will also create 1-2 nationwide renowned trademarks, 1-2 kinds of organic foods, over 10 kinds of green foods and nuisance free foods, 1 key and leading enterprise of national agricultural industrialization and 1 marketing enterprise. The production expansion project of rice processing of Shuangtu Rice Co., Ltd. and the rice byproducts deep-processing project of Zhuguang Group will be implemented in the near future with total investment cost of RMB 72 million

2) Gaoyou duck industrial cluster

Strengthen the construction of Gaoyou duck breeding center, hatching center, nuisance free breed center, egg products processing base, poultry and meat processing base, down garment processing base, feed of special purposes processing base, eggs trading market, products package center and Logistics information service center for business and trade. At the end of Eleventh Five-Year Plan, there will be 2000 kin seed ducks, nuclear seed ducks in the closed breeding fields of Gaoyou with annual 10 million commercial seedling ducks and gross economic value of RMB 2.5 billion. Gaoyou Duck Industrial Park will be a comprehensive economic park engaged in the products transaction and processing of Gaoyou ducks, seeds selection of Gaoyou ducks, popularization of kang hatching for commercial ducks with high quality, production of feed for dedicated ducks with high quality, transportation and services. The projects of Gaoyou duck eggs processing, Gaoyou duck breed and duck meat processing, Gaoyou duck down processing, Gaoyou duck down garment processing, Gaoyou duck logistics business & trade building construction, formulated feed and marine feed processing for Gaoyou duck will be implemented in the near future with total investment cost of RMB 107 million.

3) Baoying lotus root industrial cluster

Begin with application research and project exploitation, comprehensively integrate production and processing resources, popularize the technologies of seed selection and nuisance free planting, and make full use of the byproducts such as the extracted flavone, lotus node for medical purpose and meal cellulose of the leavings of lotus root with the aim to boost the deep exploitation and sustainable development for lotus root industry. Within 5 to 10 years, the lotus root products will be transformed from nuisance free products to green and organic products with a comprehensive utilization ratio of over 80%. Baoying will become the largest lotus germplasm resources center and germchit output base through the country. The projects of extension of production lines with annual production volume of 5000T meal cellulose of lotus root leavings and 1000T preserving lotus root, health beverage of lotus root, vegetable and fruit mixed type, flavor added lotus root with annual output volume of 10000T, lotus root industrialization demonstration in overall development of town economy and lotus root comprehensive deep-processing will be implemented in the near future with total investment cost of RMB 156, 93 million.

4) Industrial cluster of Yangzhou goose industry bases

Strengthen the cultivation and breeding of Yangzhou goose, make the scientific and technological service system perfect and emphasize on the construction of Yangzhou goose breeding base and processing base. With breeding volume of over 40 million in 2010, Yangzhou will build a Yangzhou goose Industrial park, a Yangzhou goose breeding center, 10 key enlarged breeding fields, 10 goose breeding towns with strength and 10 key and leading goose products and byproducts processing enterprises. It will achieve output value of RMB 3 billion in goose industry with breeding value of RMB 1 billion and processing value of RMB 2 billion. The projects of goose liver paste production and processing, series of goose products, goose down deep-processing, growing grass breeding, seed goose breeding, system construction for popularizing Yangzhou goose species will be implemented in the near future with total investment cost of over RMB 0.2 billion.

5) Industrial cluster of Jiangdu flowers and trees bases

Strengthen the construction of talent, market, information and service system, and establish 2 leading enterprises with sales value of over RMB 20 million, 4 groups with annual construction value of over RMB 20 million (1 enterprise with Level 1 construction qualification and 3 enterprises with Level 2 construction qualification), and 10 market enterprises with sales value of over RMB 10 million. With flowers and trees area of 150,000 mu, sales value of over RMB 1 billion and landscape engineering construction value of over RMB 0.35 billion in 2010, Jiangdu will establish Athena industrial zone connecting northern production area with Dinghuo, Shuanggou and Shaobo towns at the core and southern production area with Jiangdu (Caowang), Huadang and Yiling towns at the core.

4. Measures and suggestions for the development of Yangzhou agricultural and sideline products deep-processing industrial cluster

According to the existing problems in the industrial development of quality rice, Gaoyou duck, Baoying lotus root, Yangzhou goose and Jiangdu flowers and trees and the demands of clustering and planning development, the countermeasures are provided as follows:

1) Strengthen organizing and guiding. Set up a leading group responsible for the clustering development of Gaoyou quality rice industry, Gaoyou duck industry, Baoying lotus root industry, Yangzhou goose industry and Jiangdu flowers and trees industry. The group will be in charge of the planning, instruction, coordination, service, investigation and stipulation of preferential policies for industrial development. It will also set up trade societies to guide enterprises correctly to understand industrial development policies and information, integrate the elements of resources, coordinate the relations between the main bodies having different benefits, strengthen the communication of various industries, and maintain market order for fair competition.

2) Strengthen the role of science and technology. Enhance the exploitation science and technology; strengthen the import, filter, incubation, breeding and popularization of new species; emphasize on the research of complementary technology and support fine variety with good production methods with the aim to produce quality, standardized and nuisance free products; broaden cooperation scope and strengthen the technological cooperation with universities and colleges and scientific research institutions; conduct deep exploitation and technological research to make sure that science and technology have be widely used in the industrial development; set up expert panel responsible for technological direction, consultation and training and timely solving the urgent problems of enterprises and farmers.

3) Strengthen the invitation of business and capital attraction and support leading enterprises. Leading enterprises are not only the basis for the development of agricultural and sideline products processing industry, but also the basic force for the industrial development. It is required to solve the problems in input mechanism and guide all kinds of invested funds correctly in agricultural and sideline products processing industry by the means of business invitation and capital attraction, thus to establish business groups with complete functions of raw materials base production, processing, transportation, sales and service and realize the clustering development of the industry.

4) Struggle to create name brands and expand markets. Further strengthen the innovation of products and technologies while consolidating the existing market. Advertise vigorously for implementation of the name brand strategy; strengthen the construction of market circulation system for expanding domestic and international markets; promote the industrial development through the expansion of market and brand effect.

5) Strengthen the construction of parks and bring clustering effect into play. Strengthen the construction of industrial parks and make full use of the clustering functions of parks with the aim to realize the concentration of technologies, products and enterprises in the parks and strengthen the demonstration effect.
